State and the narrow gauge railway

Public Institution “Aukštaitijos siaurasis geležinkelis” (Narrow Gauge Railway of Aukštaitija ) was established on 9 July, 2001.
Company members of  "Aukštaitijos siaurasis geležinkelis" (Narrow Gauge Railway of Aukštaitija) are:
  • Ministry of Transport and Communications of the Republic of Lithuania
  • Ministry of Culture of the Republic of Lithuania
  • Panevėžys County Governor’s Administration
  • Anykščiai District Municipality
In 1996, following the order of the Minister of Culture, the complex of Narrow gauge railway of Aukštaitija was included into the list of immovable cultural objects of the Republic of Lithuania and was given the status of cultural heritage object.
 
The State-protected complex includes: railway lines Panevėžys – Biržai, Panevėžys Rubikiai, Joniškėlis –Linkuva (total length of 179 km and land area of 1340 hectares), railway stations, production buildings and road structures.
The proposal was initiated by Dr.Jonas Glemža, the Chairman of the Commission of Cultural Heritage of the Republic of Lithuania.
Following the Law for the Protection of Immovable Cultural Objects, art. 10, part 2, considering the proposal of the Department of Cultural Objects Protection of under the Ministry of Culture, taking into account  the approval of the National Monument Protection Commission and the provision of the minister of culture, the Government of the Republic of Lithuania decleared part of the compex the cultural monuments of the Republic of Lithuania.
 
Following the resolution No.1265, October 9, 2003 the below listed objects were given the status of cultural monuments:
  • Narrow gauge railway line Panevėžys - Rubikiai, depot, a pack house and viaduct in Panevėžys
  • Railway stations in Taruškos and Raguvėlė, pack house, water tower, workshop, house and hydrant in Raguvėlė Railway Station
  • Surdegis Railway Station
  • Troškūnai Railway Station and house in the station
  • Anykščiai Railway Station, house pack house, water tower, hydrant, Anykščiai railway bridge
 
On 30 June, 2005, the Government  of the Republic of Lithuania, seeking to protect the narrow gauge railway from bankruptcy, alloted the sum of 120 000 from the Government reserve.
 
On 13 December, 2005, Narrow gauge railway and Lithuanian Railways signed a support contract No. SK - 575.
 
In 2006, The Government of the Republic of Lithuania started the funding of the Narrow gauge railway of Aukštaitija according to programme of assignations from the state budget. Panevėžys County Governor was designated as the governor of the assignations.
 
The Government of the Republic of Lithuanian considered the question of the assignations according to the programmes from the state budget and on 26 July, 2006, approved the resolution to finance the preparation of the special plan of the Narrow gauge railway of Aukštaitija.
 
On 18 February, 2009, by the order of minister of culture Remigijus Vilkaitis, the special plan of territory and protection zone  of the narrrow gauge railway line Panevėžys - Rubikiai in Panevėžys and Utena Counties.
 
On 1 July, 2009, promoter of Narrow Gauge Railway of Aukštaitija, Panevėžys County Governor's administration,  Department of Regional Development, handed the projet Development of Cultural Heritage and Tourism Object 2009 – 2011 to the Lithuanian Business Support Agency. 
 
On 16 September, 2009, the Government of the Republic of Lithuania decided that from 1 July, 2010 the Ministry of Culture of the Republic of Lithuania is the governor of the assignations for the programme Maintenance and Administration of the Narrow Gauge Railway. (Currently Panevėžys County Governor's Administartion is the governor of assignations).
 
11 November, 2009 Parliament member Petras Luomanas proposed to transfere the government of the assignations to the Ministry of Transport and Communications.
 
7 December, 2009, Minister of Transport and Communications Eligijus Masiulis informed the Government about the acceptance to become the governor of the assignations for the narrow gauge railway programme.
 
28 April, 2010, following the decission of the Government of the Republic of Lithuania No. 475, the Ministry of Transport and Communications, as a sharer of PI Aukštaitijos siaurasis geležinkelis (Narrow Gauge Railway of Aukštaitija), was entrusted to realize property and non-property rights and duties. The decission comes into force on 1 July, 2010.  
 
On 12 May, 2010, Vikroras Trofimovas, the governor of Panevėžys County signed a treaty with the Ministry of Economy of the Republic of Lithuanian and the Lithuanian Business Support Agency, according to which the project Development of Cultural Heritage and Tourism Object 2009 – 2011 gets the funding of 7.9 MM Lt.
After July 1, the following bodies are company members of P/I Aukštaitijos siaurasis geležinkelis (Narrow gauge railway of Aukštaitija):
  • Ministry of Transport and Comunnications of the Republic of Lithuania
  • Anykščiai District Municipality

According to the act of July 16, August 25, September 13 and 21, the liquidator of Panevėžys County Governor's Administration passed the property of the narrow gauge railway, located at the railway line Panevėžys - Rubikiai, on to the Ministry of Transport and Communications of the Republic of Lithuania.
